However, as thecommodity house prices constantly on the one hand, urban residents interviewed,disposable income level of growth far below the level of economic development anddeparture from cities, on the other hand, urban income distribution non-uniform problemson the commodity house purchase have become increasingly prominent, become ourcountry government abnormal attention important questions.Housing problem as one of the major minsheng problem solving related to economicdevelopment and social stability. In recent years, cities commodity house price growth inlow-income, in commodity residential market gradually marginalized. Our government inorder to solve the housing difficulties of low-income people, in the developed countriesand districts in reference on the basis of housing security policy, according to our residentsliving status and income level, established corresponding housing policy, namelyimplement economy applicable room policy, low-cost policy and system of housingaccumulation fund, to a certain extent, solve city low-income housing difficulties.However, in housing guarantee implementation process, because the local government andenterprise’s lack of construction and management of enthusiasm, bidding construction andlater distribution management, there exist some problems to solve problems. In theoperation, due to lack of funds, ensuring the construction fuzzy object definition, access isnot clear, developers limited standards such as deregulation operation caused securitygroup dislocation, the phenomenon of "welfare inversion" sometimes occur. Affordable housing as a government-led promote industry, its construction completedevery link need to get the government’s concern. Therefore, to be included in affordablehousing performance appraisal system, implement officials chief executive accountabilityand responsibility, fully mobilize new system after government officials the enthusiasm.Also positive innovation and expand capital channel, establish and improve the affordablehousing index system; Innovation distribution, management and operation mode; Playmedia watchdog role, connecting the social supervision channels.Based on the analysis of current our country affordable housing construction anddistribution problems, using social security theory, welfare economics, public policyrelated theory, the theory of Hong Kong and foreign successful experience for reference onthe basis of the construction of affordable housing, points out that way.
