In recent years, as China’s rapid economic development and the changing housing policy, China’s real estate market has been an unprecedented development, this makes the growth of Shenyang City in housing prices rapidly, and also makes the class urban low-income housing problems of the population can not be completely through the market mechanism to solve, it need the government to provide the preferential conditions, to establish policies for long-term development. However, the supply of the Shenyang municipal government to provide affordable housing for low-income policy discord, unable to fully meet the housing needs of low-income residents, also make a large waste of resources to the state, enterprises, thereby affecting the full speed of urban construction and social development. To be able to make the future supply of affordable housing more rational structure in Shenyang City. This article draws on housing filtering theory and related models to study suitable for the condition of the supply of affordable housing in Shenyang City. The early1920s, a foreign expert proposed the filter theory for the first time, with its continuous development, the theoretical study abroad increasingly mature now. By limiting filter model assumptions, and quantitative analysis of mathematical models to predict the number of new affordable housing. Housing structure analysis, and analysis of the entire life cycle of housing prices can realistically simulate the operation mechanism of the housing market in Shenyang City. Finally, according to the problems of the actual economic and social operational status in Shenyang City, Proposed the recommendations able to reduce the filter model run disorders of improving access and exit mechanism to affordable housing, increasing the proportion of investment in affordable housing, improving the completion rate of affordable housing, full releasing of the second-hand housing market, with modern technology, improving the management level, as so on.
