Safety output benefits which have some characteristics such as complexity , indirection, potential and so on are often neglected by the enterprises. Some examples can illustrate that safety input plays an important role in restrain enterprise's accidents especially in petrochemical enterprises which is of high-risk industrial accidents. Because enterprises are usually based on the pursuit of profit maximization, the most concerned issue for industrial enterprises making safety input decision is how to conduct scientific safety input with the maximum benefit output.This paper discusses the correlation theory between safety input and output in detail, analyzes the interrelation between safety input and accident economic losses or security output benefits. According to the marginal benefit theory in economics, we can testify that security output exists maximum value, and different safety input plan can obtain different security output benefits, which provides a reference for the reasonable and scientific investment decision and the investment evaluation.This paper details several modern widely used methods of safety input allocations, expounds their advantages and disadvantages, and at the same time, puts forward the establishment of safety input decision model utilizing the partial correlation analysis and the constant elasticity of substitution production function(CES) methods in economics, then conducts the modeling and analysis combining the industrial enterprises safety input information, provides a scientific theory and method of the safety input decision on the point of economics and mathematics. And from the industrial cases, we can draw the conclusion that the two methods mentioned above are of small subjective randomness, strong maneuverability, and high accuracy of the results, so we can use them to solve the allocated problems in the input process more effectively.This research results can provide a certain reference in enhancing industrial enterprises'recognition of importance and necessity of the safety input, and in making scientific safety input decision.
