With the increase of non-coal underground mining depth and intensity, the production safety situation of companies become more complicated, the difficulty of governance will further increase. In such a context and conditions to ensure mine safety and optimization constitute investment is reasonable, to guarantee smooth production enterprise security is very important. On the basis of theoretical analysis, the article use a non coal underground mine as engineering background, combined with Cobb-Douglas production function method, game theory, and correlation analysis, considering the non-coal underground mine safety investment of each constituent part, such as:security hedge six systems, safety and standardization. From the government’s point of view and mine internal competition, in order to achieve the goal of mine safety investment rationalization completed mine safety constitute investment analysis and optimization.
