Petrol as important strategic materials, energy resources and economic resources plays an irreplaceable important role in the country's economic, military and social life. Since the reform and opening up, the petrol has the no doubt the role and attracts worldwide attention, companying with the Chinese rapid economic development. Today China has become the world's second largest oil consumer market, and affects the world's energy supply and demand hugely. The oil production, storage and transportation, and consumption have increasingly become a factor restricting Chinese economic development, and may even become the high-speed growth bottleneck of the world economy. How to formulate the policies of Chinese petrol consumption plays an immeasurable role in the world.This paper tries to star from the public administration direction, and summarizes the situation of petrol supply, demand and consumption of the developed and developing countries. Then it analyses the petrol consumer policy, predicts the future direction, and tries to recommend a sustainable development proposal of Chinese petrol consumption, according to actual situation in China.Through this study this dissertation reached the following recommendations:we should concern about Chinese petrol security relationship with the national economic security from the strategic perspective; we should make full use of oil resources in the international market to strengthen international cooperation; To develop "low-carbon economy" and find alternative sources of energy is the future direction of development; we should develop policies to regulate and control the oil consumption by increasing the charge standard of petrol consumption tax, developing the national mandatory fuel standards, and developing mandatory standards for fuel emissions; We should put the petrol consumption into the national energy management system, develop the public policy around the state land three energy channels, establish the national energy reserve system, and improve the level of energy security.
