Shaanxi province is a big province, which is energy accumulation and energy consumption. Now energy supply has become one of the important factors for the sustainable development of Shaanxi economy. The development of economy display in each big industry development and the development of the industry within industries. so analyzing the relationship between the change of industrial structure and energy consumption in Shaanxi province, we can solve the contradiction between the economy and energy fundamentally, and it is the key issues to realize the social and economic sustainable development in Shanxi Province.This paper expatiates on the relevant theories of industry structure and energy consumption, based on the in-depth analysis of the current situation of industrial structure of Shaanxi province and the energy consumption status and composition. Conclude that the current industrial structure of Shaanxi province to industry as the leading factor, and the third industry is complementary structural pattern of "two three one "; Energy consumption structure is unreasonable, and the total energy consumption continues to rise. On the basis of combining qualitative and quantitative research methods, from the overall industrial structure to all industries and industry internal industries step by step in-depth research order. By respectively using grey correlation analysis method, matrix analysis, factorization method and comparison analysis and other quantitative models, I deeply analyze the changes in industrial structure of Shaanxi province from 2003 to 2013 and energy consumption and energy consumption structure, and the change of industrial structure and energy consumption intensity, and change of industrial structure and energy consumption flexibility four sorts of internal relations. Results show that the economic growth of the second industry in shaanxi province correlation is the largest energy consumption, energy consumption is the main force; Energy consumption is low degree of diversification, and oil, natural gas consumption growth rate faster, which still lags far behind the coal consumption; The industrial energy efficiency is the reason for decline in energy consumption intensity; Shaanxi province energy consumption elasticity coefficient on the high side, the industry growth excessive dependence on energy consumption. Finally through studying the changes in industrial structure of Shaanxi province and the relationship between energy consumption characteristics of surface and internal research, with the framework of "twelfth five-year" plan in Shaanxi province, I put forward to promote the coordinated development of industrial economy and energy countermeasures: Give play to the role of government guidance, to speed up the optimization and upgrading of industrial structure, improve industrial structure layout. Develop and utilize new energy, save non-renewable energy, optimize the structure of energy consumption. Reform energy prices to reduce dependence on energy resources economic development. Build a circular economy system, to improve energy utilization efficiency. Rely on advanced technology to improve the energy consumption status.Through the study in this paper, it aims to provide policy reference and reference for relevant government departments to formulate industrial structure and the energy consumption structure. Thus we can reduce the dependence on energy consumption, and promote economic growth to sustainable development of the economy and energy.
