Research On The Strategy Of The Small Hydropower Station Safety Management

It is putting forward higher requirements to safety management of small hydropower that the government plans to greatly develop rural hydropower. But due to various reasons, there are still many problems and hidden dangers in the safety management of small hydropower stations. In the basis of field visits to small hydropower stations in Gansu province, the paper studies and analyses safety management of small hydropower stations of GSY.This paper introduces three kinds of security management theory, including safety engineering, safety system engineering and safety man-technology engineering. Then it emphasized the importance of safety management of hydropower station by introducing domestic hydropower safety accident case.There are some introductions to development and analysis of management status, existing problems of GSY small hydropower station. The paper discusses four factors of safety management, such as management mechanism, equipment and technique, staff behavior, safety culture. And it expounds risks of safety management.The paper gives a contrastive analysis of safety management status and safety risks of two cases. It studies the safety management problem and reason of small hydropower station.In the basis of obtained achievement and the work, this paper proposes a safety management strategy system that is suitable for GSY small hydropower station about safety management mechanism, management of equipment and technique, staff safety behavior, safety culture and consciousness.
