Industrial solid waste stacking facility as one of China's major infrastructure facilities is affected by both the contradiction between the increased solid waste amount and the deficiency of stacking facility construction, and the contradiction between the huge demand for construction funds and the shortage of funds. Since fund deficiency becomes a bottleneck of the development of the related industries, while traditional financing channels can not solve the financial problem, increasing funding sources with new financing channels is the urgent need to address.Based upon the concepts of project finance and BOT and the correlated theories, this thesis discussed the financing models currently used in infrastructure projects, and presented a detailed case study of a Phosphogypsum stack project. Through analyses of different financing models and with considerations of the actual conditions of the Phosphogypsum stack project, a BOT financing model was selected, then a financing scheme was designed for the BOT financing. An optimal financing plan was achieved, after all the candidate options were assessed on finance costs, project financial benefit, debt-paying ability and financing risk. Finally, the key factors that lead to the successful implementation of the BOT financing scheme of the Phosphogypsum stack project were discussed, and the experiences were summarized.The study of BOT financing scheme for the Phosphogypsum stack project can be beneficial to the financing scheme design for the construction of solid waste stack projects.
