With the continuous development of economic globalization and regional integration, the links among regions become increasingly close in economy and politics. The public issues and affairs that have detained in administrative divisions gradually break the regional constraints and spread to the broader regions, with increasing influence to the entire region's economic and social development. If we want to eliminate these inter-district public issues, we must depend on effective supply of regional public goods.Now, the supply of regional public goods is not only insufficient but also excess in China. For this dilemma, based on local government "economic man" hypothesis, the paper argues that the local government is major provider in supply of regional public goods and points out that the local government faces multiple goals. According to the characteristics of regional public goods, the paper argues that it is the different government behavior objectives that lead to the insufficient and excess supply of regional public goods. On this basis, we propose the recommendations to improve the status of regional public goods, that is, establish organizations and mechanisms for effective supply of regional public goods and set up scientific and reasonable performance appraisal system.The paper is divided into five parts, the introduction mainly analyzes the background and significance of topics, reviews the domestic and foreign research about regional public goods and present research ideas and main content; The second chapter analyzes the concept and properties of regional public goods and briefly describes government action; The third chapter mainly analyzes that the local government is the main provider of regional public goods. Therefore, if we want to analyze the governmental supply of regional public goods, we must study local governmental behavior within region; ChapterⅣanalyzes the problems and reasons on governmental supply with regional public goods. Based on local government "self-interest" and "limited rationality" hypothesis, the paper thinks that dislocation of local government behavior caused by its objectives leads to the insufficient and excess supply of regional public goods; Part V presents a series of recommendations according to the problems in supply of regional public goods to achieve the effective supply of regional public goods.
