In the process of outsourcing, the most important thing is the management of partners. The key work is the construction of selection and evaluation systems, because it provides basic data for the management of partners, and it is also the foundation of the strategic cooperation relationship.In order to reduce cost, improve performance, promote enterprise's core competitiveness and enhance the environmental contingency ability, the enterprise only retain the most competitive advantage but integrate other resources with the help of the most excellent external professional resources in the case of the internal resources are limited.In this paper, I focused on discussing the selection and evaluation processes of Gansu Wanwei's partners (integration and software). Through the theories esearching, like the supply chain, the partner selection and evaluation systems, and so on. and combining with the company currently specific implementation, problems were found and the problems were figured out. In the case of the management, combined with the rule of itself in high-tech businesses, the Gansu Wanwei's outsourcing partner selection and evaluation index system are discussed, and the suggestions for the implementation process and management principles of the new outsourcing partner selection and evaluation systems are proposed.After brief discussion on the research significance and research background, this paper firstly introduces the theory of supply chain management, outsourcing partner selection process and choosing the development of index system. This theory provides theoretical basis for the study. Then, this paper briefly introduces Gansu Wanwei Company and the present situation in outsourcing partner management. The current problems in this company and the existing reasons are comprehensively analyzed by the author of the present paper. Therefore, we can see the inevitability in constructing Wanwei's outsourcing partner evaluation index system. The last part is the major innovative part of this paper. Through the application of AHP analytic hierarchy process, key factors in constructing Wanwei's new outsourcing partner selection and evaluation mechanism are pointed out according to the practical situation in this company. What is more, the incentive mechanism of management element should also be taken into consideration. Finally new outsourcing partner selection and evaluation system for Wanwei can be established.
