The Research Of Poverty Problems In Qorchin Youyi Zhongqi Mongolian

The poverty and anti-poverty in Minority area are indispensable parts in national economics, which are also the problems that can not be neglected in Minority development. Analyzing the poverty problems of Qorchin Youyi zhongqi, exploring the root of their poverty and furthermore putting forward some countermeasures proposals are of great importance to the social economic development and harmonious society.This paper follows the logic method of "question-analysis-solution". The main basis of the empirical analysis in this paper is the data and the relevant statistic materials gained from the Field Investigation.Based on the analysis, we found that the policy of "immigrates the solid side" in Qing dynasty and the three great immigration exploitative acts since the founding of People's Republic of china have made great influence on their life style. Great changes have taken place on their mode of production:from nomadic style to semiranching style and then totally farming style. This can be regarded as the compulsory change. It results in the deterioration of ecological environment and makes the farmers and herdsman caught in poverty. Various reasons can be listed for this phenomenon. As far as I am concerned, the change in mode of production is the fundamental reason which caused the poverty of Mongolian people. And the cultural source lies in their advanced farming and underdeveloped nomadism, which is the consequence of accepting farming culture.Based on the analysis of the poverty condition and reasons, main achievement in poverty alleviation and development as well as its existing problems in Qorchin Youyi Zhongqi, the thesis put forward some proposals as follows:increasing the investment of poverty alleviation fund, supervising the fund strictly so as to improve the efficiency of alleviation project, enhancing the construction of infrastructural facilities in poverty-stricken area, strengthening the ability of their personal development, improving the comprehensive quality of the impoverished population and raising the poor people's ability of building up a fortune. Apart from these, the thesis also suggested carrying out comprehensive administer in ecological environment, compensating the aggrieved party in ecological construction, establishing and carrying out "Development Planning of Minority Area", and choosing the dominant culture in accordance with the local ecological conditions.Local conditions, respect for nature, select dominant culture for suitable of local culture's natural and ecological conditions, and then select the appropriate industry structure just achieve a goals of the poverty alleviation of a nation and a region.
