Study On The PUblic-Private Partnerships In Expresway Industry

Since the Reform and Opening-up, the Expressway industry has gained much development as well as our economic development. However, expressway has much features ,such as long construction circle,huge-investment,strong-public interest and so on .Meanwhile, government cannot meet the huge demand of infrastructure investment and the traditional construction model has greatly affected and restricted our economic development. So we have to find other way to construct expressway.Nowadays the model of Public-Private Partnerships (PPP) has been widely used in the construction and operation of infrastructure in the western countries. It also became an important method to rebuild government financial mode,enhance efficiency,innovate the system of organization and improve the quality of public service.In the recent years, we also have applied BOT (which belongs to PPP) to construct and operate expressway. But we have faced many difficulties and problems in the practices. Therefore, it has great reality meaning to study on the PPP mode in the expressway area.Firstly, this article has introduced the concept,framework and economic effect of PPP, explain the practice and research on PPP mode from the angle of theory. At the same time, the author also introduced the situation of expressway industry development in order to explore Public-Private Partnerships'inevitability and necessity in the expressway area.Then through introducing and comparing the` home and abroad PPP cases ,we can conclude that there are many defects in the PPP practice in expressway industry in our country .For example, the legal system is not perfect,investment risk sharing system is irrational,the weak regulatory system and so on.At last, according to the problems in the PPP practice in our expressway area, author provided some solutions and suggestions to solve the problems on the basis of successful foreign cases.Through relevant research , we hope when the public part and private part cooperate in the PPP practice ,they should play its own position,take advantage of private economy so as to achieve economic effect ,maximize the social welfare and inject much vitality to the development of expressway industry. Meanwhile, we believe we can through much practice to explore a PPP mode which has Chinese characteristic.
