With the continuous development of world economy, people’s living standards continue to improve and the quality of public service requirement is also increasing, so traditional government monopoly model needs reforming. Starting in the 1970s, marketization as the main characteristics of public utilities reform is popular in western countries,and public-private partnerships free Britain, in western development rapidly become public services in the field of "new favorite", being widely applied in many fields, such as traffic, pollution, education, and has made the obvious effect. Since China’s reform and opening up, China’s economic and social develop fast, market also gradually thorough, and the people’s social needs are also high, so urban public transport is in short supply, and the service quality and efficiency need to improve. Therefore, starting from the end of the 20th century, influenced by western countries, our country also began to transit the PPP. So far, the bus PPP practice in our country, on the one hand, there are many success stories can be used for reference, on the other hand, there are many reform experiences and lessons from the failure, and therefore, for bus application of PPP in our country, further research is needed, we will continue to improve.The advantage of Public-private partnerships is obvious. As a new model of the bus supply, it enables the effective combination of public and private sectors, and gives full play to the advantages of each side. In this mode, it can introduce market forces in the bus service, activate the original bus enterprise, and at the same time guarantee the public welfare of public transportation. The market competition and government management is the combination of both the assurance of reform success. Practice proves that the city’s bus services run smoothly of public-private partnership can not only reduce the government’s financial burden, improve the citizens’ satisfaction, and optimize the bus service quality, but also create more development opportunities for the private enterprise, expand its influence in the society, and finally form a kind of public and private "win-win" situation. But in reform of our country’s city bus, due to some cities failing to reform, people began to transit the PPP. So, it is necessary to think seriously about, what kind of problems are there in public-private partnerships in the utilization of the urban bus service? What are the reasons for the failure in some of the city bus public-private partnership reform before? In order to make sure the bus public-private partnerships can implement effectively and smoothly in our country, how to make up for the inadequacy of public and private sector respectively as far as possible, and further improve the application of PPP in city bus service? In order to better explore a suitable for the reform of our country city bus service in the way of the public-private partnership, we need to study summarized all these.At first, this article expounds the related theory, and then, by using the method of literature analysis, it analyzes cases about the present situation of the application of the public-private partnership in our country and the reflection. In order to resolve the dilemma of public transport reform, and summarize the successful experience of public transport public-private partnership practice, reflecting its failures, to perfect our country city bus on things about the application of public-private partnerships. Concrete is divided into five chapters:first chapter, the introduction part, including the selected topic background and significance, domestic and foreign research review, research methods, this article innovation points and deficiencies, and depict the research framework in this paper; The second chapter, first of all introduces the basic concepts, including public-private partnerships, city bus, then the public choice theory, new public management theory public-private related theory to the interpretation, as the public-private partnership to provide a theoretical basis; The third chapter, mainly in the reference case, on the basis of present situation of the application of bus public-private partnerships in China are analyzed, and on the reflection, find the problem of bus PPP in our country are:government supervision does not reach the designated position, imperfect laws and regulations, and risk allocation is not reasonable, etc. Then put forward the our country city bus service public-private cooperation equilibrium analysis of power and responsibility of enterprise; The fourth chapter, through the analysis of the public-private partnership of typical application cases in the bus service in foreign countries, to summarizes the significance of our country, including establishing and perfecting the laws and regulations, and set up a special supervision and administration institution, etc; The fifth chapter, on the basis of summarizing the full text, puts forward to perfecting the PPP application in our country city bus service proposal, including:strengthening the construction of laws and regulations, improving the benefit mechanism, strengthening government regulation and accelerating the reform of investment and financing system, etc.
