Research On The Choice Of Private Partners In Public-private Partnerships In China

Since 1980 s,public-private partnerships have been introduced into China and gained considerable development.In recent years,a series of government and social capital cooperation projects promoted by the State Council and the Ministry of finance have achieved remarkable results,greatly improving the efficiency and quality of public goods supply.In this context,this paper mainly discusses the choice of private cooperative partners in public-private partnerships.This paper mainly from the following four aspects: firstly,introduce the connotation,characteristics and theoretical basis of public-private cooperation,explains the basic theory of public-private cooperation--public goods theory,principal-agent theory and governance theory,laying the groundwork and foundation for the following detailed analysis;secondly,analyzes the basic situation of the private partner the choice of public-private cooperation,including the selection of the selection criteria,the selection principles,methods,procedures and the private partner change,which refers to the theory and practice of government procurement experience;again,introduced the private partner China public-private partnership selection problems and reasons.On the one hand,I have combed the development course of China's public-private partnership for more than 30 years.On the other hand,according to the condition of our country,analyzes the specific situation of public-private cooperation in China development,analyzes the existing problems and the specific reasons;finally,this is the main goal,is to Chinese public-private cooperation in the private partner selection provides countermeasures and suggestions.On the basis of the detailed analysis of the first three parts,we try to build a more perfect and workable selection mechanism,so as to achieve the Pareto optimality in the choice of private cooperative partners in public-private partnerships.The author puts forward the establishment of applicable legal frameworkand rules system,the selection criteria of private cooperative partner,the selection procedure of private cooperative partner,and the establishment of scientific and relatively independent PPP regulatory system.This paper expounds the related theory of public-private cooperation and foundation,aims to provide some valuable references for Chinese public-private cooperation in private partner selection is more normative,operability and investigation of making the private partner selection in a public-private partnership.
