A Strategy Study On Cooperation In High-tech Industry Between The Zhejiang Province And Taiwan Based On The Effective Complementary

Knowledge economy is based on high-tech industry, and the level of high-tech industry competitiveness has increasingly been the leading factor that influences the comprehensive strength of country and region, developing the high-tech industry has been the main rhythm of the economy and society development. From 1980s, Taiwan began to develop its high-tech industry. The pattern that the government is forerunner and private enterprises are mainly as operators of the development in high-tech industry was shaped, with the help of the government and venture capital system, Taiwan has achieved remarkable accomplishment in high-tech industry. Meanwhile, some problems have also been come forth, such as, not counterpoise of interior industries, dependence tightly on the technology of other countries', small domestic market, the limitation of growing cost of labor force, the lack of technical person land so on. With limited resources and space, Taiwan will surely move into the mainland which is the objective tendency. Zhejiang province is one of the most developed region of mainland, has a well foundation of development and manpower resource, can easily be one of the leading region of developing the high-tech industry. But the situation is bad. First, the traditional industry is confronting the problem of upgrading. Second, the high-tech industry still lags behind and is in an unadvantageous position among the whole international division.This paper starts with the relative conception of high-tech industry, discusses the meaning and character of high-tech industry, and then sets up evaluating index system based on the previous overseas and domestic findings. Comparing Zhejiang and Taiwan high-tech industry, we can see the two regions exit some gaps and the condition is different. In order to the common interest, two regions need to further strengthen the high-tech industry cooperation, establish the reasonable system of high-teach division, perfect cooperation mechanism. The paper suggests several countermeasures and suggestions on achieving effective complementary, such as, encouraging risk investment, talent storage, financial support, etc. Finally, we prospect the cooperation in high-tech area between the two regions.
