Study On The Synergistic Cooperation Of Fujian And Taiwan High-tech Industry Under The Background Of Fujian Free Trade Zone

On April 21,2015,Fujian FTZ was formally established,It will aim at strengtheningacross-strait development by fully using of the advantage of FuJian,and building FuJian FTZ into a testing area for cross-strait economic cooperation and innovation mechanism,to create a 21^st-century new height ground for the Silk Road long-side countries and regions cooperation.For Fujian province and Taiwan regions where improve economic restructure is urgent,The establishment of Fujian Free Trade Zone provides opportunities for the deep cooperation between Fujian and Taiwan high-tech industries.Therefore,it is of great importance to explore synergistic cooperation model and mechanism through analyzing both the current internal and external factors and working mechanism within the system of FuJian-TaiWan High-Tech synergistic.This paper analysis the developmental characteristic and cooperation status between Fujian and Taiwan high-tech industry in recent years,We found that Fujian and Taiwan cooperation steps into a new stage which lead to the rapid development of high-tech industry in Fujian,Although Fujian and Taiwan high-tech industry gap is still large which provides the basis for complementary cooperation and hinders the development of cooperation develop into a higher level at the same time.Therefore,this paper constructs the competitiveness evaluation system of Fujian and Taiwan high-tech industry from four second-level indicators which are industrial input,industrial output,industrial development environment and industrial incubation environment,as well as 16 third-level indicators.The gap of high-tech industry competitiveness between Fujian and Taiwan is still large but the coupling effect is more obvious;Then we use competitiveness as“order parameter”to build the system of FuJian-TaiWan high-tech industry cooperation system respectively from the incentive system,coupling system,external environment control system,self-organizing operation system,to explore its system operation mode;On this basis,by analyzing the current Fujian-Taiwan high-tech industry cooperation model and existing problems,This paper puts forward the macro and micro collaborative model which is adapted to the internal connection characteristics between FuJian and TaiWan High-Tech industry.Finally,in the institutional level,this paper puts forward synergistic cooperation mechanism which can make the collaborative model work smoothly,specifically from setting up collaborative management mechanism which includes industry,government,university,research institutions and capital,Fujian FTZ connects with Taiwan Economic Demonstration Zone mechanism,improve intellectual property rights protection mechanism,high-tech industry innovation mechanism of financial services and government decentralization mechanism.
