Study On A State-owned R&D Institution Performance Management

ABSTRACT:Combined with budget management and strategy management, modern performance management has become an effective way for organizations to meet strategy goals by optimizing the operation flow and providing decision support. It has played an active role in improving public management function, decreasing resource waste or fallback for the government. In order to adapt to the changing of external environment and build their core competitiveness, modern performance management also enables the organizations to evaluate their performances by dividing the strategy and mission into specific indexes and goals instead of financial index.As the development of performance budget management in China is relatively late and state-owned R&D institution has to face the market, existing quantitative financial indexes of government performance management no longer meet state-owned R&D institutions'needs of performance implementation. Thus, a feasible performance management system for state-owned R&D institutions is urgently demanded.Methods of investigation and interview have been used in this paper. At first, in order to figure out the questions, existing system of the institution has been reviewed. Then, on basis of successful implement of enterprises performance and government performance in the US, a performance system which according to the practical situation of the institution has been build. After that, two distinctive departments have been selected to testify the feasibility and objectivity of the new system. At the end, advices have been proposed to promote the implement of the performance system.This paper puts forward a relatively optimized performance system which can not only improve the process of organizations but also have positive effect on practical business. Step by step, both the performance system and real practices have been improved and optimized. It will provide a successful example for other state-owned R&D institutions and pushes the establishment of public institution's performance management system.
