China's real estate industry has experienced more than 20 years of development,and is gradually moving from initial extensive chaos to standard maturity.The concept of performance appraisal management has been accepted by most state-owned real estate enterprises.MBO,target management,KPI key performance indicators,BSC Balanced Scorecard and other performance management system are also widely discussed and applied.Many enterprises have also set up a complete set of assessment management system.However,in the actual implementation process,due to the constraints affected by the characteristics of real estate industry and the traditional management system of state-owned enterprises,the performance appraisal management system,does not have the proper role in the actual work,the implementation effect of the performance appraisal system is not ideal.This study is to start from the performance evaluation model,starting with the property of the state-owned real estate enterprises,combining the status of the performance management of the state-owned X company,deeply and systematically discussing the constituent elements and the influencing factors of the performance appraisal,and on this basis,to re optimize the X company performance assessment scheme so that the actual problems of the company can be solved practically.And apply it to the company's performance appraisal work.The performance evaluation method must be adapted to the specific development stage and the strategic goal of the Target Corp.It must respect the particularity of the industry,the characteristics of the assessment object and adapt to it.The performance assessment of the state-owned real estate enterprises can not be assessed by a single method of assessment.This paper makes a combination of various methods(MBO,360 degree performance assessment,KPI/PPI/BPI and balanced scorecard).If the performance assessment is to continue to play a positive role,it is necessary to understand the nature of the Department,the business category,distinguish the different posts and specialties,set up different assessment weights,and adjust dynamically according to the key work within the assessment cycle.The index weight can not be fixed,and the setting of the assessment weight represents the guidance of the company's management.
