Under the circumstances of energy-saving and ejection-decreasing in the global, the construction and development of electric power industry, which is the key area of energy-saving and ejection-decreasing, has been affected with varying degrees. So it is important to do research on risk management in the prophase of Zhi Jin thermal power plant project, which can not only ensure the success of the project application, but also promote the smooth progress of the whole project. The thesis first explores the definition of risk, and studies the characteristics and types of risk, then the project risk management process and content are analyzed. Based on in-depth understanding and awareness of risk and project risk management theory, the thesis studies the methods of risk identification, analysis, response strategies and risk control measures. According to the actual situation in the Zhi Jin thermal power plant project, the risk management plan is developed, then the thesis identifies the prophase risk factors of this project, which are divided into two hierarchies:in the first hierarchy, there are four types as environmental risk, economic risk, technological risk and management risk; while the four types are subdivided into 17 risk factors. In the process of risk analysis, multi-level fuzzy comprehensive evaluation method is used. Based on the expert scoring of relative importance of various risk factors in the two levels, the weight of each risk factor is calculated by analytic hierarchy process(AHP), and then based on the expert scoring of membership degree of occurrence and influence of each risk factors, fuzzy comprehensive evaluation method respectively calculates the relative membership degree of two occurrence and influence of each risk factors in the two hierarchies, and accordingly the risk factors which should be pay attention and controlled are identified. Under the results of risk analysis, different risk factors should be put forward the corresponding risk response strategies, which can ensure that the prophase project risk factors can be effectively controlled to ensure the success of risk management, which can also promote the smooth progress of the Zhi Jin thermal power plant project.
