In recent years,the development of economic and the process of urbanization is accelerating in our country.The demand of infrastructure construction is growing. To adapt to the present national conditions, the build-transfer(BT) method of developing public infrastructure has been used for more and more projects in China,which facilitates construction of the urban infrastructure, broadens the way of financing for the construction of infrastructure, relieves the pressure of government financing,improves the ability of enterprise operation and the level of management. However,due to shorter development time, the lack of practical experience, relevant laws and regulations not sound, BT method revealed some potential problems in practical application and sponsor faces a variety of risks in the actual operation.This paper describes the basic concepts, characteristics, mode of operation of BT method. From the perspective of sponsor, analysis the various risks that exist in the bidding stage, construction phase and re-purchase stage and develop practical coping strategies for different risks. This paper analyses the risk factors of urban rail transit project under BT mode,and ultimately establishes the investment risk evaluation index system of BT project in urban rail transit project, then establishes the risk factors set, then evaluates all the risk factors by using fuzzy comprehensive evaluation method and analytic hierarchy process method to distinguish the key factors. Finally,the paper takes the BT project of Beijing Aoyun Branch Subway to do empirical analysis and concludes that the project’s internal risk and external risk are both in the general level,and the external risk level is higher than the internal risk,and some control measures against the risks are proposed so that Sponsor can enhance the ability to cope with risk and BT method will be better used in the process of building infrastructure and it will make a contribution to economic development.
