DCS projects not only helps the companies to gain great economic benefits but also remind us of high risks.Based on the characteristics of complexity, uncertainty and high risks at the DCS of Iraq Salah Al-Din 2X630 MW Fuel Gas Power Plant, this paper identifies 4 main risks including project environment risk, project participants risk, technology risk and project management risk and 16 project suc-risks by using Check Table with expert team.Considering the comparison of risk assessment methods’ s advantages and disadvantages of the DCS project and risk characteristics of the project, the paper establishes comprehensive evaluation model covering Delphi, Analytic Hierarchy Process(AHP) and Fuzzy Comprehensive Evaluation Model(FCEM). According to strong expert team of Shanghai XX control company, with Delphi for establishment of a consistent judgment matrix, using AHP to calculate the weight of every risk factors of the project, the FCEM is to evaluate the overall risk level of the project. After evaluation, the risk level of Iraq’s Salah Al-Din Fuel Gas Power Plant DCS project goes to the " Medium" level which is equivalent to actual risk level. And through the comprehensive utilization of coping strategies, the Risk response are taken to develop a variety of risk to the project and provide a reliable guarantee for the smooth implementation of the project.According to Delphi, AHP and FCEM advantages, it is helpful for better healthy development of enterprises in international DCS market. The solution of the model is simple. It can be applied in not only risk management of normal DCS projects in overseas power plants, but also in green field including nuclear power, wind power and thermal power combined cycle with great application prospect and promotion value. |
