At present, along with our country's economic construction of industrialization and urbanization accelerating, the scale of power engineering construction is expanding continually and becoming increasingly complicated. Generally there are many different types, scales, progress operating at the same time. This has formed the dynamic operation characteristics of power engineering project programme. This brings difficulties to human resource allocation in power engineering enterprise. How to moderate and operate all the electric power projects, make human resource allocation reasonable, improve the efficiency of human resource operating, lower the cost of construction and improve the quality and the speed of electric power project construction according to the characteristics of electric power project programme is a important task that the electric power engineering enterprises are facing during the practice. This research has great theoretical and practical significance for enterprises to improve short-term and long-term interestsThis paper is based on programme management theory. Combine with the author's practice in enterprise, the paper adopts the method of a combination of theory and empirical study on application. Firstly, the paper briefly explains some theories on the project management, programme management and human resource management. The paper carries out the application research, combined with the power engineering construction and puts forward to the concept and characteristic of the human resource allocation in general electric power project construction. Secondly, the paper analysis of Mingyuan electric power project company's current situation in the operation of programme management and also analyzes its in project management of human resource configuration of the problems in the process. Finally, according to the promoted problems, using the modern project management theory and method, the paper constructs the improved plan of human resources allocation in Ming Yuan company's power engineering project and puts forward some relevant suggestions, such as constructing the programme management strategy ideology comprehensively in the company, adjust and optimize organizational structure of power engineering enterprise project group dynamically according to the characteristics of project programme, strengthen the training of personnel, etc.
