With more and more attention paid to environmental protection in China,our people are advocating environmental protection awareness in all aspects of life.Chinese government has also been constantly increasing the proportion of green energy.Distributed New Energy Power Plants are also developing under the favorable policies of China.At present,the capacity of Distributed New Energy Power Plants in China have been hundreds of GW,and increasing by tens of GW every year.With the continuous increase of new energy power plants,the photovoltaic operation and maintenance(PV O&M)industry emerges as the times requiring to ensure the operation of new energy distributed power plants.At present,the whole photovoltaic operation and maintenance industry does not pay enough attention to the human resource management of power plant,but human is the core and operator of the power plant.The human resource allocation and management are the decisive factors for the safe operation of the power plant.Linyang Group is one of the largest new energy enterprises in the world.As the wholly-owned subsidiary,Linyang Photovoltaic Operations and Maintenance Company(referred as Linyang in the following)holds and operates power plant with 1.5GW.The unreasonable allocation of human resources in power plant will seriously affects the improvement of the management level of the power plant.In this article,the problems and countermeasures of human resource allocation in Linyang are studied.Based on the theory of human resource management,configuration and power plant management,combining with the actual situation of Linyang,this article analyzes the existing problems of Linyang in human resource allocation through questionnaire.The main reasons include lack of teamwork,overstaffing,inefficiency,and mismatch between people and posts.The reasons are unreasonable organizational structure,unclear job responsibilities,inappropriate allocation of human resources,and unscientific selection and assessment.On this basis,the power plant human resource allocation improvement countermeasures for optimizing the organization structure,clarifying post responsibilities,centralizing human resources allocation,establishing selection and assessment standard,building up a shared service platform and etc.have been raised.This article puts forward a centralized human resource allocation scheme through a special study on the human resource allocation of Linyang,hoping to provide a reference for the power plant management of the photovoltaic Operations and Maintenance Company and provide a basis for further theoretical research.
