More and more enterprises have realized the safe and stable operations of equipment play a very important role in the whole system. With the rapid development of Electric power industry, the requirement of equipment maintenance are higher and higher. At present the important subjects of power plant are how to suit the new situation,how to improve the maintenance system and mode,and how to ensure the safe operations of equipments. Through risk analysis of the overhaul project,promoting the application in the power plant of Risk-based inspection (RBI) technology will have realistic meaning. It is a systematic method for risk as a basis for prioritizing and managing the effort of inspection program. Risk-based Inspection (RBI) that has been arisen as developed in western countries, in the past 30 years is a concept and method of system management which combines security and economic. In an operating plant, a relatively large percentage of risk is usually associated with a small percentage of the equipment items. The risk of equipments is determined by the combination of two factors the consequence of failure and the likelihood of failure. Based on the risk levels and failure mechanism, an inspection planning is provided, primarily by reducing the probability of failure, to reduce the higher risks. Therefore, inspection effort can result in not only improvement of plant reliability but also substantial cost saving, allowing a shift of inspection and maintenance resources to provide a higher level of coverage on the higher risk items and maintenance resources to provide a higher level of coverage on the higher risk items and an appropriate effort on lower risk equipment.This paper analysis domestic and international management of overhaul research situation. According to RBI theory and analysis method, application and implementation process of RBI Technology on power generation enterprise is discussed. By analyzing domestic and overseas RBI (risk based inspection) software, a method for construction of new RBI software applicable for failure analysis of power plant boiler is being studied. And through risk analysis of the test results are given strategy, a reasonable risk-reduction measures are proposed. The paper took power bearing vibration and boiler as examples to carry out the optimization of Liaocheng power plant overhaul management. Also it will make schedule and quality of overhaul project controllable, controlled and controlling. The suggestion about further development of RBI works in the future in China were proposed.
