Accompanying with the sustaining and sound development of China's economy and soaring advancement in electric power causes, especially with rapid expansion of scale of construction in large thermal power projects, the electric power engineering cost management becomes more and more important. Researching advanced models which are suitable for construction requirement of power engineering and meet with cost control management, improving the utilization ratio of funds,working well the electric power engineering investment optimizing the electric power design, ensuring the electric power engineering cost in reason, controlling the electric power engineering's building expenses validly are all the primary problems for resolving our country electric power engineering cost management.The purpose of this paper is to use the theory and method of whole life cycle engineering cost control management which is popular and widely used in the worldwide for reference. According to Datang Linfen Thermal Power Plant Project, this article summarizes the detail methods of cost control from each stage of investment decision,design, project implementation, completion and check & acceptance and operation & maintenance for thermal power plant engineering from researching the whole life cycle engineering project. This paper particularly focus on application of cost control management in design phase. Using theoretical modeling of minimizing annual expense combined with interrelated cases, it puts forward the point of view that future costs have influence on cycle costs of whole life cycle cost control management,thereby also demonstrating its signification in the development of power in China, we should study and establish the theory and basic methods which are suitable to the Chinese national conditions and accord with the international rules,and also have Chinese characteristics so that we can use it to reasonably ascertain and effectively control the costs of power projects to improve the investment decision-making and its returns.
