Study On Project Management Of Power Transmission And Transformation Project In Permafrost Plateau

The construction of transmission line projects in plateau frozen area has great significant for alleviating the pressure of electricity demand and accelerating the western development strategy raising the civic living standards. However, the transmission line construction projects in the frozen earth environment have the characteristics including higher technique requirement, worse construction environment and more troubles in project management. In order to satisfy the expectation of the project general goals such as the quality, schedule, environmental, security, and the cost. Qinghai and Tibet±400kV directly current transmission line project utilized the goal guidance project management method. The project goals were break up to the multistage decompositions and the objectives management flow was summarized according to the frozen aero construction content and characteristics. Then draws up construction management goal plan according to all levels of goal decomposition and discovers the essential control point. The regulatory measures also need to be built up with goals controlling organizational structure. The responsibility will be carried out and the goals will be guaranteed.Finally, project management department should carry on the examination achievements regularly to promote the following management by objectives work the continually improvement.This paper selects our country Qinghai and Tibet±400kV direct current line project as a case to discuss the construction management. The confirmatory research forms a significant goal-safeguard system. This confirmatory research's results prove the validity of Goal Guidance Project Management Method. The method system provides an important reference for electrical network construction management in the plateau frozen environment in our country.
