The Research Of Traffic Crisis Decision-making In China

Marine traffic events often bring great property damage to the society and people, and then they can change into psychological crisis and even result in society unrest, so people always take negative attitude to the marine traffic events. There are always chances contained in the crisis, so if we can treat them properly, crisis events may change into a society reform and can promote the society development. Nowadays, as the foreign affairs and trading of our country become frequent, marine transport also becomes an very important intercourse and transport way, as while, marine traffic events also shown a development trend of diversification of types, frequency and complex of events. As a result, it has become a necessary trend that to improve the crisis management capability of the marine traffic management departments and the decision-making ability of policy makers. This paper choose the research perspective with the purpose to propose appropriate strategies to improve the marine traffic crisis decision-making of our country. There are five parts of this paper:The first part is the introduction. First, it describes the research background, research significance and research status of our country and foreign countries, with the result to introduce the reason of choosing this topic. Then, it simply describes the research methods and the main innovation of the paper.The second part first defined the concepts involved in this paper, includes marine crisis, marine crisis decision-making and its significance, and then described the concept, role and status of marine traffic crisis decision-making. Then, the paper elaborates the background, development history and main research fruits of the crisis management theory, game theory, bounded rationality decision theory and progressive decision theory, with the purpose of providing the theoretical basis of analysis the marine traffic crisis decision-making of our country.The third part first analyzes the successful effects of marine traffic crisis decision-making in our country; then, it gives the details of main problems in practice of management departments of all levels; finally, it deeply analyzes the main reason of the problems.The fourth part analyzes the features of marine traffic crisis decision-making in America and Japan. It also summarizes the inspirations to our country, attempted to provide experiences to the construction of marine traffic crisis decision-making mode in our country.The fifth part describes the details how to improve the ability of marine traffic crisis decision-making in our country, combined with describing the status of the actual rules, organization system and legal system construction of marine traffic crisis of our own, attempting to provide references to our decision-making practice.The sixth part mainly describes the research conclusions of this paper.
