Study On Process Optimization Of Customs Clearance In S Ports

The tendency of international logistics'globalization has rapidly increased the amount of cargo that pass through S ports, which is putting high demands on customs clearance efficiency in S ports. Enhancing the efficiency of customs clearance is vertical to the development of S ports. Comparing to the ordinary processes, customs clearance process has the characteristics of traditional government processes; therefore, the clearance process optimization is not only needed to consider the responsibilities of customs supervision, but also to ensure the efficient customs clearance services:Only combining the effective supervision and efficient services of customs clearance, it can achieve a real sense of the "great customs clearance."As the research object to direct customs clearance of cargo in S ports, this paper analyzes the status of the S port clearance, combs the current clearance process from the broad and narrow point respectively and shows the operations of customs clearance process across functional boundaries with the panoramic perspective to obtain sufficient detail for process optimization. Based on preliminary analysis, this paper designs questionnaires on the S port efficiency of customs clearance which is distributed to the S-related business units, and develops the research of the relevant government and enterprises. Through the establishment of customs clearance efficiency evaluation index system, this paper evaluates the efficiency of customs clearance processes using the fuzzy comprehensive evaluation method, identifies bottlenecks that restricting the efficiency of customs clearance and diagnostic processes in question. In order to improve customs clearance efficiency, focused on increasing the degree of parallel connection of customs clearance mode, this paper puts forward the main-process and sub-processes optimization solutions with the ideas of detailed risk classification to expand channels and cell-type clearance. Using Oracle BPA Suite, simulation software, to simulate the process before and after optimization, respectively, this paper obtains the conclusion that the process after optimization is better than the current, and also reaches purposes of effectiveness and feasibility of reengineering process. Finally, this paper gives measures and recommendations to enhance the efficiency of the port clearance process from these two aspects of the practical operation and macro policy.
