Study On The Optimization Of Customs Clearance Proccess In Sichuan Province

In recent years,with the rapid development of international trade and the acceleration of global economic integration,enterprises are more sensitive to customs clearance efficiency and trade costs.Developed countries have established "single window" to simplify customs clearance processes of import and export,improve customs clearance efficiency and save trade costs.In the current unstable international economic situation,China's foreign trade enterprises are also facing severe challenges.So there is a strong voice for the improvement of the international trade environment.It is urgent to realize the function of "single window" through the development of E-port,further improve China's trade facilitation level,reduce trade costs,and enhance the international competitiveness of enterprises.In order to promote the international cooperation through "single window",strengthen the "single window" international exchanges and cooperation,and establish a "single window" cooperation mechanism with the whole world,our government and enterprises are also eager to make use of the developed information technology to set up a "single window" of international trade in our country to promot the reform of "simplify procedures and optimize the process".Firstly,this paper uses Business Process Reengineering(BPR)theory and "single window" theory to analyze the function,implementation experience and construction necessity of "single window" to find out the relationship between "single window" construction and customs clearance process reengineering.Secondly,it analyzes the present situation of Sichuan port customs clearance and finds out the existing problems.Then,combined with the customs data,company information and actual cases,the paper analyzes and studies the customs process reengineering of the international trade "single window" in Sichuan Province.Finally,it puts forward further optimization suggestions for the Sichuan port customs clearance process.The purpose is to optimize the customs clearance process through the construction of "single window" platform,improve customs clearance efficiency,shorten customs clearance time,reduce the cost of import and export enterprises,further enhance the level of trade facilitation in the province,and build a good port business environment.Through this research,the paper hopes to provide some useful references for the further optimization of customs clearance process in Sichuan province and the construction of "single window" in other provinces of China.
