Research On System Dynamics Models Of Telecommunication Enterprises Investment Planning Management

At present, China's communications industry is in a drastic revolution, especially in 2008, with the influence of global economic crisis, both the macroeconomic and industrial development environment have changed violently. In addition, reorganization of telecommunications industry, the issuance of licenses for 3G, and the full service operation also impact China's telecommunications industry. Telecommunication enterprises in China are facing increasing challenges in the area of operation, management and development.In the new situation, it is more difficult to get the high return of investment, which requires investment decision makers to be more cautious about investing. As an important aspect of the whole operation system, investment planning management faces new demands and challenges. Currently, it is vital for the enterprises to use scientific and reasonable investment planning methods to establish calculation models in connection with the current changes, to support enterprise's investment management work, and to realize optimization of resources allocation.This paper analyzes the characteristics of telecommunication enterprises investment planning, and demonstrates the present situation and the problems existing in China's telecommunication operating companies investment planning. According to these aspects, comprehensively given the features of telecom enterprises operation and planning management, taking account of current efficiency and sustainable development ability, the overall interacting dynamic relationships of each link in the investment planning are measured from the view of resource limitation. With systematic analysis of telecommunications service and network parameters, system dynamics method is used to establish the telecom operating enterprise investment planning dynamic simulation model. The enterprise's investment demand is calculated from the bottom up, the annual capital expenditure is set, and a capital distribution according to professional structure is made. This research provides scientific analysis basis and measuring methods for telecommunication enterprises investment planning work, and makes theoretical and practical exploration for using the simulation method to research enterprise investment planning issues.Subsequently, the investment planning work of a certain china mobile provincial company is taken as an empirical research. A scientific and reasonable investment calculation model is established using the system dynamics method, and verified by selecting actual data from the provincial enterprise. Then, expanded analysis is made according to the simulation results and the application suggestions are given.
