In 2008, a new round of restructuring was conducted in China's telecom industry. China Tlecom acquired CDMA network of China Unicom, taking over the basic telecommunications traffics of China Satcom. Deprived of CDMA network, China Unicom was merged with China Netcom. China Railcom was merged into China Mobile. Hence, the six operators were changed into three----that is China Mobile, China Telecom and China Unicom. Consistent with the reform and develop trend of the global telecom industry, the restructuring has set a new pattern for market competition in telecom industry and can promote the further opening of the industry. However, merger and acquisition brings some problems to the enterprises of the industry, including what organizational framework shall be defined, what enterprise culture shall be oriented, how to set positions and how to allocate personnel. The thesis focuses on the personnel allocation in restructured enterprises.Taking China Unicorn's restructuring as research background, the thesis probes deeply the problems caused by the restructuring. And then, in consideration of the problems in position setting and personnel allocation of a restructured branch company of China Unicom, the thesis applies relative theories to analyze them respectively and further discusses the methods for China Unicom to set positions and allocate personnel. It is hoped that the thesis can provide references and lessons on solutions of the problems caused by restructuring for China Unicom and its branches and even other telecom companies.
