Study On The Operation Mechanism Of Rural Land Circulation

Today in our collective ownership of rural land institution,the contract and operation rights of rural land is an inevitable means to achieve the land resources optimization disposition and the land scale operation, to develop modern agriculture and increase farmers' income.This paper mainly studies on the operation mechanism of rural land circulation. First, the relevant theories of rural land circulation are combed by methods of documentation; then from the perspective of property rights and institutional change,suming up the rural land institution historical change since the founding of New China,and analyzing on the necessity of rural land institution change at the present stage; after that introducing the rural land circulation practice in Moganshan Town,Deqing Country,Zhejiang Province and Nanchuan Country,Chongqing City respectively by the way of field investigation and case study,and analyzing on these two areas'operation mechanism of rural land circulation through comparative analysis. On the basis of above discussions, the paper sums up the operation mechanism of our rural land circulation, namely, why the rural land circulate,how the rural land circulate and the effects of rural land circulation. Finally,this paper puts forward proposals for promoting the rural land circulation,including perfecting the incentive mechanism,service mechanism,management mechanism,mediation mechanism,hedging mechanism of rural land circulation.In a word, only promoting the development of rural land circulation from all aspects,can we really realize our agricultural and rural's development, and famers'income.
