Since ancient times,China has paid attention to the development of agriculture,and land as the most basic production factors of agricultural economy,not only related to the state economic mission,but also carried the farmers expectations to raise the living standards.Today,although China's economic development rapidly,industrial structure has been optimized to upgrade,agriculture is still the fundamental of the country,is the most solid protection to support China's economic soar,and is the important cornerstone of China's long-term stability.In China's rapid economic development environment,industrialization and urbanization have been rapid development,farmers living standards continue to improve.On one hand,it raises the market demand for the types and supply of agricultural products,and promotes the flow of rural land between different uses and different producers.On the other hand,a large number of rural labor force is transferred to the cities,resulting in a large number of land idle.In view of the emergence of these problems,the development and innovation of rural land transfer is of great significance.In addition these practical significance that increasing the income of farmers,promoting the development of modern agriculture and new rural construction,the study of rural land circulation has also promoted the legal construction of rural land circulation in China and enriched the theory of rural land property rights and development theory.In this paper,the theory of Marxist theory of rent,property rights theory and economies of scale theory as a theoretical tool,the land circulation of Weihui city for the phenomenon,found in the process of transfer of rural land has the problem,these obstacles to rural land circulation is mainly reflected in the farmers' traditional ideas,the development of rural enterprises and the imperfect market mechanism of land circulation.The reasons for the analysis of the main reasons are the defects of the rural land system in our country,The transfer of rural surplus labor force leads to the shortage of labor force in agricultural production,and the development of rural enterprises is not strong,the business risks are large,the professional services of agriculture are lagging behind and the lack of service system is an important reason for these problems.The issue of rural land transfer is a comprehensive system problem related to the state,the government,the rural areas,farmers and economic development.Therefore,the factors contributing to the problem are complicated and require joint efforts.In general,the state needs a clear land property rights;improve the relevant land transfer system;the government should support the development of rural enterprises to guide the reform of rural financial organizations;and establish the market mechanism of land transfer.So as to improve the enthusiasm of farmers to transfer land,and innovate the flow of land with high efficiency and high utilization rate.
