"The public institution classification reform will be completed by 2015 on the base of clear specification; and by 2020, China will form a new public institution management system and operation mechanism" Recently, the public institution classification reform schedule has announced formally, the reform will involve 40 million people. The next five years, will be the most difficult institution reform stage, stripping, remolding pain is inevitable, and the real test comes. As an important part of public institution, science research institutions are the backbone strength to provide basic research, public technology and public service. Science research institutions play very important parts in economic and social development and regional innovation system construction. As a result, during the public institution reform, science research institutions reform will also be talked about certainly.In the past reform, science research institutions successively introduced scientific operating appropriation system, and expand autonomy of research institutes and other reforms. In addition, the reform with the main characteristic "system Transformation" made science research institutions for technology applying and for public good access to markets in different pattern, and this changed the old science research management system fundamentally. The reform has made great achievements, but also brings a lot of problems.
