For many years,the reform of the old-age insurance system for government agencies and institutions has been a hot topic.The social endowment insurance involves the immediate interests of various sections of society,promotes social progress,maintains social justice.As the most important part,the reform of the old-age insurance system for government agencies and institutions is directly related to the government credibility in the whole endowment insurance reform.There is no doubt that the reasonable perfect endowment insurance system will conducive to balance the distribution of the public and private rights,ease social contradictions,achieve social good governance.Over the years,the "dual-track"continuation of the system shows unequal and the uneven distribution of the rights and wealth increasingly.Promoting and perfecting the reform is not only the improvement of the old-age insurance system in government institutions,but also the premise of achieving the ultimate goal to to establish a reasonable social security system.The article is about five parts:As the introduction in the first part,it is about the significance and background of topic selection,domestic and foreign research and generalize the research ideas.The second part defines the concept of authority institution,the social security system,occupational pension,pension replacement rate,expounds the new welfare economics theory,the theory of state intervention,meaning of the public product theory,builds a theoretical analysis framework of the the reform of the old-age insurance system for government agencies and institutions.The third part analyzes the current situation of the reform and the main problems existing in the reform.It has a total of four problems including the problems of policy balancing,the gap between outgoings and income,the balance of local financial burden,the uncertainty of"middleman"'s treatment,supporting measures are not perfect and so on.The fourth part introduces the practice.It combs the the implementation in Dezhou.Through the analysis of historical data,it concludes the influence after the reform.We found that the he replacement rate declined after the reform,but combined with the occupational pension,the overall replacement rate is in the acceptable range,so it can ensure a stable transition and constant development.It introduces the experience of carrying on the reform smoothly,and puts forward the problems of old-age insurance system in government institutions after the reform.The fifth part is the suggestions for the reform of the old-age insurance system for government agencies and institutions.For the several problems in the third chapter and fourth chapter,this paper puts forward the suggestions of raising the retirement age,putting the pension funds to the market,improving the system of salary,perfecting the relevant measures.Thus make the management system to be more perfect and reasonable.Through the the analysis and discussions of the five parts,on the basis of the practice of Dezhou,analyses the problems now existed and problems to be solved in the process of the reform in-depth,researches on the practical and feasible measures,so that we can be able to promote the reform of social endowment insurance system,to realize the socialist harmonious society.
