Tourism industry has become hotspots of investment for many businesses, as it develops flourishingly. Some local governments hope to become resources advantages to the economic advantage by investment as soon as possible and so some governments choose to transfer operational rights of scenic areas. This model achieves the development of tourism resources and promotes the goal of coming true economic development, but some tourism resources are destroyed for local government making more concessions to investors in this process. The scholars about the protection of a restraining mechanism for tourism resource development and research are little, the research of the relationship about government and investors in the process of public tourism resources development and protection are less. So this paper chooses "Principle-agent" theory and "game" theory, by using the sub game perfect Nash equilibrium and backward induction to analyzing the relationship of "Principle-agent" in the process of public tourism resources development. Find the reasons of "the irregular behavior of the investor" by analyzing the roles of government and investor. The paper seeks the breakthrough of revolving problems on the basis of deeply sinking the system causes and then establishes the implementation mechanisms model, designing the implementation mechanisms for investors. The paper solves the "the irregular behavior of the investor" of transferring operational rights of scenic areas to establishing scientific implementation mechanisms from new point of view.
