The Research On Government Regulation Of Public Tourism Resources' Development And Protection

Public tourism resources belongs to the research category of common goods,whose development undertake to meet the commonweal travelling needs of the public and the requirement to resources' sustainable utilization is more higher.Nowadays,the development of public tourism resources is faced with many problems,tourism resources and the environment are strictly threatened,especially the phenomenon of "small bosses occupied the great and excellent resources" is increasingly prominent.Under the situation of "market malfunction" due to the market mechanism's failure to effectively adjust the protection of the public tourism resources,how the government will regulate the development and protection of the tourism resources and promote the tourism industry to operate in a benign and healthy way,is more and more concerned by people.Based on the literature research,firstly,this article through defining public tourism resources as a research cut-in,analyzes its character in detail,sums up the related research results both at home and abroad.Secondly,according to the problem existed in the development of public tourism resources, the author studies the phenomenon of "small bosses occupied the great and excellent resource", thoroughly analyze the root of resource destroy.Simultaneously against the government regulation situation in our country,emphasize the importance of strengthening the government regulation to the development and protection of public tourism resources.Lastly,learning from the advanced experience in tourism resources development and protection at home and abroad,in virtue of the method:on the spot research,interdisciplinary study,systems analysis and so on,comprehensively exerting theories such as:sustainable development,public resource and government regulation,break through ancient localization on the study of resource protection,transferring from ecological environment to government regulation and public management field,thus to construct the government regulation system mainly including monitoring mechanism,restricting mechanism,encouraging mechanism,which has a strong sense of realism and application value to the development and protection research of public tourism resources.
