Research On The Enlightenment Of European Integration To East Asian Integration

The 1997 crisis has triggered the discussions about regional integration in East Asia, and the move towards more cooperation has come to be a desirable option to many governments of the region. Many papers and studies deal with free trade agreements or monetary coordination in East Asia, although only limited tangible results have been reached so far. Most, if not all of them, pay some attention to the European experience, which is often seen as a blueprint for other regions in the world. While for East Asia, is this reference to Europe a relevant or a misleading one? Should we view the prospects for Asian integration in a European experience? The goal of this paper is to try to answer these questions. There will be a brief discussion about the development of European integration and the status of East Asian integration, based on which enlightenment will be studied from both the facts and theory. The specific framework of this article is as follows:The abstract mainly combines the research status of this theme, as well as research background,significance, and put forward the innovation of this paper.The Second part and the third part respectively deal with the development of the European integration and the East Asian integration. In these two parts, the author briefly reviews the developing process of both of them, and then summarizes the achievements made by them and the obstacles they may encounter in the future. Through these two parts, the author hopes that readers can have a basic understanding of European integration and East Asian integration, which can be a foundation for the main research.In the fourth part, the author mainly discusses the enlightenment made by European integration to the East Asian integration. This is the main part of this article. Though there is a great difference in many areas between the East Asia and Europe, East Asia can fully draw on the experience of European integration by combing their actual conditions on the basis of the international and domestic situation. The author reveals the Enlightenment of European integration to the East Asian Integration mainly from the following six aspects:(1)Make the core power play a central role, as a leader, Core power can play an irreplaceable role in international cooperation and the integration process's speed,target mode and development direction. In the development process of European integration, "Franco-German axis" acted as the locomotive has played a leading role. However, the development of East Asian integration is still in the strange situation in which big countries act as Participants while the small countries as leader. Although it may be the most secure model, and the best choice for now, with the further deepening of East Asian integration, but it will become an important obstacle.(2)Pay Attention to the construction of collective identity. "European identity" and "European consciousness" is one of the most important factors in the process of European integration. However, in East Asia, the extent of collective identity is still relatively low. The author analyzes the collective identity's important role in the development of integration and its influence factors in East Asia.(3)Value the progressive integration. The development of East Asian integration could take European model for example, following the new functionalism, and beginning with those countries and programmes which are easy to choose and formats (such as the European Coal and Steel Community) and the National start. In this way, people will gradually adapt to the regional development process of the integration.(4)Focus on mechanism construction. The development process of European integration has been accompanied by the constantly establishment and improvement of international mechanisms. Therefore, some scholars have regarded the European integration as "system integration." The formation of international mechanisms will not only reduce uncertainty and increase stability, but also can save cost. However, the East Asian integration process is greater emphasis on the open; this behavior is not conducive to the formation of norms between countries, and the stable relationships. To this end, the author explores ways to deepen the international mechanism, hoping to be useful.(5)Improve the vital interests of Member States and their people. The development of East Asian integration should follow the pragmatic principles, and highlighting the people's practical benefits brought by the political objective, such as making business travel more smoothly and increasing students'exchanges and so on.(6)Enhance the communication among Member States. According to communication practice in the process of European integration, and combining with the repeated prisoner's dilemma game, the author concluded that in the process of East Asian integration, in order to make the road leading to integration more smoothly, East Asian countries must strengthen the exchange among countries and their people, which can well, promote understanding and build trustIn the last part, the author mainly elaborates the knowledge of the East Asian integration and the attitude toward the European experience.In a word, we should notice that there are a great number of differences between the two regions, so in the development process of East Asian integration, East Asian countries cannot just copy the EU model.On the contrary, The scope, depth and sequencing of their integrative process have to be their own. They can learn only limited lessons from the European experience.
