Research On China's Urban And Rural Adjustment Of Industrial Structure

The industrial structure between urban and rural was in a state of imbalance, which was a common question caused by urban-rural dual economic structure in developing countries. For our country, because of historical and realistic reasons, the problem was especially serious. One of the fundamental requirements of scientific development, was "coordinating the development between urban and rural economic ".This was a great and systematic program, relating to all aspects of economic, society and living, and the adjustment of industrial structure was an important basis and main content of urban and rural economic coordinated development. How to promote coordinated development of urban and rural economy by adjusting the industrial structure was the main content of this study.Firstly, this paper analyzed the necessity and importance of the adjustment between rural and urban industrial structure in China. The adjustment of the urban and rural industrial structure was not only to promote the coordinated development of urban and rural economy, accelerate the development of agriculture and related industries, promote industrial integration and meet the need of improving international competition, but also have great significances to improve the urban-rural dual economic structure in China, promote and upgrade regional economic optimization of industrial structure and build new socialist countryside.Secondly, it reviewed the three important stages of industrial structure adjustment since our country built, summarized the main achievements we have acquired, listed the typical cases of the adjustment between rural and urban industrial structure and pointed out the direction for the further adjustment of rural and urban industrial structure.Thirdly, it made an in-depth analysis of the questions existed in the present rural and urban industrial structure, the existing problems were segmentation and the lack of relevance between the urban and rural industrial structure. And it found the reasons behind on the basis of these questions. The reasons contained three aspects, which were uncompleted policy system reform, unilateral pursue the over-increase of economic policy and market imperfections. Fourthly, it drew lessons from the foreign experiences of the coordination of urban and rural industry, learning from the cases that the United States supported agricultural rural development, Japan promoted agricultural development through the agricultural protection policies, and Korean rural industrialization planed and new rural construction, we could conclude the foreign development experiences and seek suitable revolutions for China's industrial structure adjustment.Finally, it raised the appropriate policies for our adjustment. Our goal was to promote harmonious development of urban and rural industry and economy through the optimization and upgrading of agriculture, coordinate industrial development in urban and rural areas, promoting the development of industry regurgitation feeding agriculture, and the development of the rural tertiary industry.
