A Study On The Execution Power Of The Policies Of Forest Tenure Reform In China

There is 43 million mu of forest land in China, which belongs to the rural collectives is 25.48 million mu, with important economic, social and ecological significance. For further development of forestry productivity and forest economy, the state introduced a policy of Collective forest tenure reform. However, in the execution of the policy process, there have been some weak policy execution and policy execution variation, which hindered the overall goals of the reform of collective forest rights system, including benefiting farmers, Protecting the ecological environment and developing the forestry.Based on the county's field research, the local forest reform process were systematically investigated of. And on this basis,I propose a framework based on the analysis of PDCA model, and then analyzes the related factors influencing policy execution power, finally,bring some recommendations for correcting the problems. Focusing on this, the article is divided into five parts:The first part is an introduction, describes the importance of forest tenure reform, combing research of forest tenure reform and proposes the need for research policy execution. The second part of the execution of policy to do is a general analysis, including presentation of the research status at home and abroad, and explore the meaning of the policy execution The third part is a analytical framework based on the forest tenure reform process. It includes three parts:research planning, organization and execution, evaluation and standardization. The fourth section analyzes the relevant factors which may influence the execution of forest tenure reform mainly includes Policy itself, the subject, target groups and policy circumstance ect. Part V reflects some problems that exist in the policies execution and brings some corresponding measures. it is hoped that the study be helpful to the execution of forest tenure reform policy.
