Discussion On The Problems And Countermeasures Of Forest Right System Reform In Yangjiang City

Since Since the reform and opening up, reform of collective forest right system(RCFRS) has played an important role in promoting the progress of society. The convening of 3rd Plenary Session of the 8th Central Committee of the Communist Party of China drove the reform to a climax. The forest tenure reform is imperative. The reform of collective forest right system, as one of the important contents of the forest tenure reform, directly affects the operating system in rural regions of China. At present, the reform of collective forest right system is at a difficult period with lots of contradiction highlights. The tasks of reform are difficult to practice and need dramatic efforts over a long run. Though Yangjiang City has completed the main part of reform of collective forest right system, related supporting measurements need to be accomplished. In this case, the government needs to further implement the measurements. This paper focuses on the implementation of the reform of collective forest right system of Yangjiang City. The problems and corresponding causes during reform are analyzed and suggestions for reform of collective forest right system of Yangjiang City are proposed.In this study, literature analysis, case studies, in-depth interviews and questionnaires methods are used to investigate reform of collective forest right system of Yangjiang City. The effectiveness of the reform, problems arise during reform and their corresponding causes are analyzed and discussed. Additionally, countermeasures for reform of collective forest right system of Yangjiang City are proposed aiming at the Yangjiang region through experiences learning from domestic and foreign developed countries. In conclusion, in order to further deepen the reform of collective forest right system in Yangjiang city and consolidate the achievements of reform, we must strengthen the government’s own constructions, adhere to the principle of equity-priority, and actively guide to avoid negative collective decision-making and improve the management of forest land tenure mechanisms for accelerating the forestry industry to upgrade and thus improve the social service system of forestry.
