The rapid development of the railway is an integrated system project which needs multi-sectorial, multi-professional technical support, how to ensure safety operation of high-speed railway,the general railway after increasing speed, and guarantee security of people's life and property, deal with the unexpectedly crisis, these become the hottest common concern issues of the whole society. Before, the railway sector after a long time practice and research, formulated part of emergency management plans, but compared to the sustained and rapid rail information and digital construction, the author through the analysis considered that there were many shortcomings in running management system, in organizing and leading fields among contingency plans of public control crisis system. In order to guarantee the safe railway transportation and production, deal with all kinds of unexpected crisis, play a good social effect, the public crisis control management need to be improved in domain of organizational management, training exercises, and constructions of regulations system.
