Railway traffic is the artery of China's traffic system. By the end of 2008, China's railway mileage has reached 79,000 kilometers, ranking the third in the world, taking up 6% of the world's total railway mileage, achieving 24% of the world's railway volume conversion, and its volume of passenger transportation, cargo volume, conversion volume, the density of the traffic also tops the world. However, as our country continues to speed up rail transport and high-speed railway construction, railway security issues are increasingly prominent. Large and small rail accidents claim thousands of lives annually, causing direct economic losses up to tens of millions of dollars. Therefore, with the development of rail traffic we need to pay full attention to the safety issues, which has become a major problem for the people's livelihood.The thesis introduces the theory on railway security management, through the comparison of the similarities and differences between emergency management and crisis management, general safety management and rail safety management. The thesis proposes and illustrates the features of the railway safety crisis management of the railway safety management in the new model.This independent questionnaire covers the major problems in the safety management issues through sample research and empirical analysis. It also established the basic framework and 3 major components of the safety management system, which are early warning mechanisms for crisis management, rapid response mechanisms, communication mechanisms, the social forces to assist mechanism, cadres and error-correcting mechanisms of accountability, the after-treatment mechanism and evaluation mechanism. It also proposed the crisis management implementation steps and safeguards requirements, interpretation of the Nanchang Section security crisis management. In the end, the conclusions of the research, innovational and research prospects are discussed.
