The 21st century is a century full of chances and challenges,a century in which the strong survive while the weak lose, a century for the survival of the fittest,a competitive century when personnel resources compete fiercely. History has proved that whoever at home and abroad, whether reasonably-managed or well-cultivated, possesses and makes the best of talents can have advantages over others in the competition.Over twenty years with the reform and opening, the private enterprises play a big role in the protection where the capital economy has been developing increasingly. But with the development of the capital economy of our country the private enterprises are faced with critical crisis of brain drain. On the one land, the private enterprises cannot develop rapidly without talents. On the other land, its hard for the enterprises to bring in talents and even harder to keep them back. If an enterprise has a higher turnover rate of staff, it may affect the day-to-day operation of the enterprises, causing habitual turn over of staff. So it is very important to keep the turnover rate of staff under control. Mean-while, it is one of the most important aims to keep the energetic power of excellent talents in order to protect the life of the enterprises.This passage takes ZM company as an example to find out the reasons why the private enterprisers have a rather high turnover rate of talents over a long period of time. Besides, it is a must to analyse the serious effects on the company caused by the turnover of staff. According to the current situation, the company should provide corresponding strategies about the management of the personnel resources to make sure the staff are well kept and form an elementary plan, which can control the turnover of staff efficiently to prevent unnecessary outflow of talents in the company.
