Analysis On The Effect Of Unscientific Soft Input On Ecnomic Growth

Our continuous rapid economic growth lies mainly in hard-input. and, to some extent, increased the absolute number of economic growth, but excessive dependence on hard-input caused environmental damage and waste of resources, In addition, the hard-input also has the characteristics of diminishing marginal output, it's lead to China is still in the low side of industry chain in the development of the world economy,and the economic development of sustainability is not strong,and China's economic growth quality overall is low. Therefore, improve the quality of economic growth becomes the main facing problems of the new economic growth in China. Concrete measure is to improve the investment structure, reduce the excessive dependence on hard-input and increase input in science and technology, education training, policy institutional, so as to improve the using efficiency of hard input elements, eventually to achieve the purpose that improve the quality of soft-input and enhance the labor potential releasing degree.This paper taked the unscientific of soft-input which determine the quality of soft-input as a starting point.Combined with the relevant theory of new institutional economics, reviews the before and after development of reform and opening up, and analysising the unscientific of soft-input's contribution in the before and after of reform and opening up policy mainly from the two aspects of the system and policy. And through empirical and theoretical measures combined with case analysis the role of unscientific of soft-input to the economic growth, which clear out the importance of unscientific of soft-input, especially the input of policy and system.
