Since reform and opening up of thirty years,the economy of china has achieved rapid and contining growth,comprehensive national power and people’s living standards have improved furtherly,however, the economic growth mainly depended on the accumulation of physical capital,existed those problems of excessive consumption of resources and weak sustainability,and regional economic development gap has a Worsening trend. What’s more,the economic growth waspulled by the hard-input is facing the pressure of diminishing marginal productivity of hard-input,in this background,mainly relying on improve the level of hard-input to narrow regional disparities between economic growth and achieve sustainable economic growth,it will become increasingly difficult.In this case,improving guality of the combination of soft-input, reduce disparities of soft-input between regions will be the key both China’s transformation of economic growth mode and narrowing the gap between regional economic development.This article will put soft-input combination and regional quality differences between dynamicly analysis, from the policy, institutional and other government soft-input perspective, through empirical and theoretical analysis and interpretation of regional economic development gap, based on these analyzes put forward relevant policy recommendations,so as to provide a theoretical basis for improving the quality of soft-input in the future.
