| At present, China's agriculture is in transition from traditional to modern agriculture. The 2007 No. 1 Document puts emphasis on the importance of investing in infrastructure and modern inputs. Though the infrastructure is very important, there are other factors affecting the agricultural restructuring and development. This paper attempts to look for other sources promoting agricultural growth from history.Since the founding of the PRC, China has gone through a tortuous path of development, this paper will be divided into two phases: the tortuous process (1) times of people's commune (1949-1978);(2)times of household responsibility system(1979-present).After describing the different stages of agricultural growth in these two tracks, This paper attempts to find out the common sources of growth in agriculture at different stages using the theory of soft-input . Looking back through history and empirical analysis, this paper argues that in the period of Chinese transition .the quality of soft-inputs portfolio, especially the quality of soft-input in the institutions and management has an important impact.This paper also described the problems in the current agricultural development of China .For example, the necessity of changing the mode of growth in agriculture and the industrialization and scalization of agricultural production. After that this paper offered the corresponding countermeasures: the most fundamental measure is the innovation of institution. |
