With the global environment problem and energy security are becoming more and more serious, new energy industry development see a golden time because of some characteristics just like sustainability, distribution. During the forth global industrial transference, Chinese many industries transfer from developed regions to under developed regions which have more relatively comparative advantages. Under this good chance, Gansu, which has rich solar energy, wind power, develop new energy industry through accepting industry transference from home and abroad.This article analyze the new energy development situation and problems in Gansu, and find that if Gansu want expand this industry, there are some restraints just as funds, technology, professional technical personnel and market demand. By means of industrial acceptance, Gansu has extent new energy foundation, form industry chain in wind power and some important parts of photovoltaic system industry chain. Industrial acceptance is an important base for new energy industry in Gansu, and provides some important factors. Meantime, both can promote each other.Take the wind power for example, this article bring forward industrial acceptance strategy of new energy, namely, strengthen technical level through independent innovation and introducing technician from elsewhere, attain more investment through cluster strategy, in order to get new energy industry in Gansu better and better. And then, there are some related problems should be discussed, including make an acceptance program of new energy industry, extend new energy industry chain, reinforce finance support and make the state-owned enterprises play a main force role.
