As the foundational resource for regional development, land resource composes the essential factors of production together with labor and capital resources. With the acceleration of the industrialization and urbanization rapidly, land exploitation contributing to the rapid spread of construction land has encroached a large number of ecological land space. Natural ecological environment has been disturbed and destroyed and the regional sustainable development is endangered during this process. The optimal allocation of construction land is an effective way to coordinate land development and protection which integrates importance of ecological protection and the suitability of construction land, compromises economic development and environmental protection and conducts rational allocation of land resources.Oriented by the landscape security pattern, combining the results of the suitability of construction land and applying the methods of GIS spatial overlay analysis and mutually exclusive classification matrix, this paper comprehensively analyses the differences between ecological and eco-social elements to divide the evolutional region into different types of development intensity area, and proposes the development of various types on the spatial orientation and control requirements, in order to achieve the goal of optimal allocation of regional construction land. Through the research, the paper proposes the idea of optimal construction land based on landscape security pattern concept, realizes the win-win of economical development and ecological protection from the spatial strategy, and takes Linze county of Gansu province as an empirical study. The main conclusions are as follows:(1)Combined with the results of the suitability of construction land, the paper offers positive meaning and significant value for reference in the theoretical research and practical work for optimal allocation of construction land by integrating the concept of landscape security pattern and the important partition of ecological protection.(2)Using the methods of landscape security pattern, the paper establishes the comprehensive landscape security pattern, including the water and soil conservation, biology, culture, recreation and other ecological processes of the security pattern. Based on this, the space layout for the importance of ecological protection is obtained and the foundations of the land requirements for ecological protection under the demand of optimal allocation for the construction land are laid. Applying the methods of GIS spatial overlay analysis, it also evaluates the suitability of construction land, seeks the optimal location for development of the county construction and ascertains the concrete spatial region for economic development.(3)Applying the methods of mutually exclusive classification matrix, according to the ecological significant value and the suitability of construction land at every areas, the paper first comprehensively analyses the most suitable region for land development and protection in Linze county and then divides the region into kinds of construction area through integrating the landscape security pattern with the suitability of construction land by GIS. Based on the results of construction area, it implements the results of regional land development and protection. Furthermore, it gives out the direction for the optimal allocation of construction land.(4) According to the types of construction area, the paper proposes different direction and order for land use adjustment, which not only allocates the rational areas for land development and protection, but also designates the order of its development and protection in order to make land development and protection to be more reasonable. Further, a greater economic efficiency and the ecology benefits for the region development in Linze County can be obtained.
