As the world economy develops, cultural industry becomes more and more important in the status of a country's economy. At the same time, international cultural trade volume increases rapidly, and the growth rate of import and export volume of cultural trade is generally higher than national GDP growth rate in many countries. The importance of international cultural trade was realized firstly by developed countries, which made policies actively to develop international cultural trade. While as developed countries and international cultural trade powers, France, Canada and America have acute policy conflicts over cultural trade and they are difficult to reconcile. America insists on liberalism, while France and Canada object to liberalism for"Culture Exception"and"Cultural Pluralism". Faced with the world's cultural market that is increasingly competitive, faced with the situation that international cultural trade is complicated, faced with the actuality that China is a cultural power but weakness in cultural trade, many domestic scholars gave some policy proposals. However, because of the interdisciplinary of cultural trade and incompatibility between trade theory and cultural theory, ideas of trade and ideas of culture are often in conflict, leading to the policy proposals on cultural trade are contradictory, ambiguous and difficult to operate. For the above reasons, it has both theoretical and practical significances to research on the choice of China's foreign cultural trade policy.On the view of long-range history, the paper raised that innovation is the main characteristic of this era. It proposes researching international cultural trade under the circumstance of innovation. The article proposes the point that culture is a kind of wisdom from the historical perspective and the whole horizon of cultural development. It clears two opposite cultural thoughts—cultural universalism vs. cultural pluralism, and Frankfurt School vs. Birmingham School. It proposes two major laws of"The era-evolution of culture". It points that opening and exchanging are basic requirements of cultural innovation, and cultural innovation is the basic mode of the era-evolution of culture.After the analysis of China's present situation of foreign cultural trade, through theoretical comparison, theoretical innovation and empirical analysis, the author put forward three foundations---different quality of economic activity is the theoretical basis of that China must strive to develop its cultural industry and cultural trade, model analysis of enhancing innovative ability is the empirical basis of improving the superiority of the cultural trade innovation, and the recurrence of shortage economy in China's cultural industry is the realistic basis of removing the cultural trade restrictions.Through innovation of cultural concept and realistic analysis of trade status, the paper innovatively coordinates the theoretical conflicts between the development of culture and trade, and unifies the policy claims of cultural development and trade development. It raises innovative cultural trade policy, it points out that by the means of canceling the restrictions like export quota etc., giving priority to share type tariffs and taking more open trade policy that will promote competition and innovation finally, which is the best policy for China to promote foreign trade in the age of innovation.
